Penelope is a character appearing in Silverwing. She is a female Brightwing who was formerly part of Marina's colony, but was exiled when she was banded. She is part of Scirocco's group of banded bats living in a human cabin.

Penelope is part of Scirocco's group of banded bats, and greets Shade and Marina upon their arrival. She is excited to encounter another banded Brightwing and explains that she was once part of Marina's colony, but was banished because of her band. As part of her initiation into Scirocco's group, she goes by a different name: Betty.
When Shade returns to the cabin and warns that Goth and Throbb are on their way, Penelope evacuates with the others. After escaping successfully, she thanks Shade and Marina for saving her. She asks if there is anything she can do to repay them, to which Shade asks if she has ever flown through "wolf ears". She smiles and points him in the correct direction towards Wolf's Ears.
